Final XP = raw XP × multiplier. The multiplier comes from the Authority and Supplies ratings, plus a headquarters bonus that starts at 5% and grows as you expand the HQ.

The six authority ratings
Town Authority equals the lowest of these six, so fix the worst one first.

The Supplies rating is the average of passenger supply (50% public transport use gives the maximum) and cargo supply (the best-served district with cargo demands).

How many town levels are there?
18, from Small Hamlet (level 1) to Large Metropolis (level 18).
How much XP does a town need to level up?
1,000 XP to reach level 2; every later step needs 1.5 times the previous one. By that rule, level 18 alone needs 656,816 XP and 1,968,446 in total from level 1 (our calculation from the manual's rule).
What gives towns the most XP?
Passengers from far-away towns (20 XP, vs 5 for local trips) and the most complex cargo (40 XP per item, vs 10 for simple cargo). The total is multiplied by the Authority and Supplies ratings, and your headquarters adds at least 5%.
Why is my town not growing?
Check the Town Authority rating: it equals the lowest of six sub-ratings (reputation, happiness, delivery, traffic, noise, pollution), so one bad value drags everything. Late cargo still pays in full but hurts the delivery rating.
